Dr. Samuel Dotse (PhD) is a globally recognized leader in environmental governance, sustainable development, and climate diplomacy. As the Founder and Chief Executive Officer of the HATOF Foundation, he has consistently driven initiatives that address critical environmental challenges and foster sustainable growth worldwide. His exceptional expertise and dedication have earned him numerous high-profile roles across national, regional, and global platforms. Dr. Dotse serves as the International Society of Diplomats’ African Special Envoy on Climate Change and Country Coordinator for the Climate Action Network-Ghana. He is a distinguished Technical Advisory Committee member for the Green Climate Fund under Ghana’s Ministry of Finance and a Board Member of the Stakeholder Advisory Network on Climate Finance in the United States.

His contributions extend to the African Union Scientific, Research, and Innovation Council, the African Research and Innovation Partnership, and as the Convener for the Global Environment Facility CSO Network in Ghana. Dr. Dotse’s vast experience includes serving as a Transitional Committee Member of the Forest Investment Program-Dedicated Grant Mechanism for Indigenous People and Local Communities (2010–2017) and as the Regional Focal Point of the Global Environment Facility Civil Society Network for Central and West Africa (2011–2015). From 2011 to 2015, he was the Elected Focal Point of the African Union CSOs and European Union Partnership on Climate Change and Environment. He led the African Union ECOSOCC Delegation to the Africa Global Warming and Development event in Paris in 2015 and was Ghana’s National Coordinator for the Partnership for Action on Green Economy (2014–2016), convening the collective efforts of five UN agencies (UNIDO, UNDP, ILO, UNITAR, and UN Environment). As a highly respected figure in sustainable development, Dr. Dotse also served as Deputy Presiding Officer of the African Union Economic, Cultural and Social Council (ECOSOCC) from 2014 to 2016 and chaired its Rural Economy and Agricultural Cluster from 2011 to 2012. With over 19 years of experience, Dr. Dotse has become a senior expert in environmental governance, advocating sound policies and raising awareness about sustainable development at every level. He works closely with policymakers to review and design effective frameworks for climate finance, helping to address pressing environmental challenges. His extensive experience in International Law and Treaty Law has enabled him to align institutional objectives with national, regional, and international obligations while fostering partnerships among governments, diplomatic entities, and civil society organizations (CSOs).
